California Healthy Families Program Faces Enrollment Freeze

Los Angeles, CA Gov. Arnold Schwarzenegger and California legislative leaders reached an agreement in July aimed at resolving the states $26 billion budget deficit in part by cutting funding for state health services, such as Healthy Families, the states Childrens Health Insurance Program.

Beneficiaries of the program come from families whose incomes do not exceed 250 percent of the federal poverty level and who do not qualify for Californias Medicaid program, Medi-Cal. While no child currently enrolled in the program is expected to lose coverage, some officials say the move might prevent as many as 350,000 children from gaining health insurance coverage next year.

There are many seniors out there whose grandchildren could be affected by the cuts, stated Alan Weinstock, an insurance broker at http://www.MedicareSupplementPlans.com, an agency specializing in Medicare supplement plans, also known as Medigap coverage.

Though Weinstock works primarily with those 65 and older, he indicated that he is always happy to answer questions about health care coverage in general for anyone who asks.

The enrollment freeze is the first in the history of the Healthy Families program. Gov. Schwarzenegger had earlier proposed eliminating the Healthy Families program altogether, a move that would have reduced state spending by $248 million. State lawmakers asked for a $74 million cut from the program instead.

In December 2008, Healthy Families faced a $17.2 million budget shortfall, but at that time the program received gap funding from the First 5 California Commission, which administers grants for early childhood health and education services in the state. Whether First 5 will come through again remains to be seen.
