Taking the cue from states such as Louisiana and Nevada, an increasing number of cash strapped states across the US are now looking towards legalized gambling as a new source of revenue. However; one state in particular has recently found that transforming the concept into reality does bring with it some inherent politicalcomplications.
That state is Florida, where a recent deal signed by state governor Charlie Crist with the states Seminole Indian tribe had to be scrapped due to infighting within the states legislature over its components, after legislators were left out of the decision making process. While the sticking points may seem simple to an outside
observer, the fact, is that things are never just that simple. Particularly when it comes to potential online gambling revenues - websites like Free Bets could be affected.
It must be noted that the property on which Indian gambling casinos are located in all states is officially recognized as sovereign territory by federal treaties that are presided over by the bureau of Indian affairs. However; the the state of Florida, for example, did have the legal right to enact new laws that would allow for changes in the types of games that could be allowed in the Seminole casinos.
This would be the ace up his sleeve that the governor of Florida could use as a negotiating poker chip in his efforts to work out a deal that could finally net the state a share of the casinos gambling revenues. However; industry analysts point out that the snake eyes in this and any other political dice games of this type that state political leaders have in mind is previous negotiated deals that are in place with the counties that any Indian casinos are located within.
While Indian casinos do sit on sovereign Indian land, without exception they do have working financial agreements with the surrounding counties who provide municipal services for a fee. Needless to say, political officials associated with any counties containing Indian casinos are loath to see any changes that would allow new outside entities into to what is effectively their private domain.
The Governor of Florida and state legislators have not given up on efforts to reach an agreement and it is expected that a compact that is agreeable to all parties involved should be worked out sometime in 2009.
